Note for NBIB Employees

Current NBIB Civilian employees transitioning to DCSA are cautioned not to create new accounts on the STEPP system until they receive an email from the Joint Transition Team (JTT) indicating access has been granted. The JTT is in the process of creating STEPP accounts for all NBIB Civilian employees transferring to DCSA. Target completion for this activity is the first week of October 2019. NBIB employees who create STEPP accounts will result in duplicate accounts and loss of any training records. Due to the manual efforts required by STEPP administrators, no reconciliation of course completions in duplicate accounts will be performed.

(2) Purpose: The purpose and use of the requested information is for the Center for Development of Security Excellence (CDSE) to establish and retain a permanent enrollment record of students, course completions, certifications, and academic credits/transcripts.

(3) Routine Uses: In addition to those disclosures generally permitted under 5 USC 522A (b) of the Privacy Act, Executive Order 0307, and Public Law 104-134 (April 26, 1996), The Security, Training, Education, and Professionalization Portal (STEPP) student account is routinely used by CDSE as a numerical identifier for students. The account is also used as an identifier of candidates for, and holders of professional certification. CDSE uses personally identifiable information (PII) to respond to requests, inquiries, and to provide services and features offered on, or through, STEPP. We will also use PII (i.e., emails, hard copy mailings, etc.) to communicate timely information and special offers about CDSE products, services, and events of interest.
